Čikago, 1930, doba prohibicije, koja je je u SAD dovela do talasa organizovanog kriminala dvadesetih i tridesetih godina 20. veka. Mnoge bande krijumčare ogromne količine alkohola i bogate se putem nasilja i iznude. Najveći problem je Čikago, gde vođa najveće kriminalne organizacije, Al Kapone, prodaje niskokvalitetni alkohol po visokim cijenama. Agent ministarstva finansija Eliot Nes angažovan je kao vođa rata protiv Kaponea i njegovog carstva.
