Američka obavještajna agencija otkrila je tajnu operaciju poznatu kao Projekt Tiranin: plan južnokorejske vlade da razvije biološko oružje koje bi moglo poboljšati ljudske sposobnosti. SAD je zahtijevao trenutni prekid programa i predaju svih uzoraka. Nakon demontaže projekta, uzorak biološkog oružja trebao je biti predan SAD-u.
