USSR, 1990s. In the vicinity of a small provincial town arrested a maniac who has committed terrible crimes. Investigator Oleg Bragin is sure that the man he caught is the same serial killer that he has been hunting for over ten years. Six months later, a public hearing of the suspect takes place. Crowds of people dream of breaking the defendant into pieces, because he kept the whole city of Pridonsk at bay. An expert consultant and psychologist Vyacheslav Shirokov comes to Moscow from the meeting. Everyone expects that he will only confirm the version of the local investigator. But Shirokov declares that an innocent person is in the dock.
