Policijski poručnik Niman ubijen je u bolničkom krevetu i Martin Bek i njegove kolege moraju da razreše još jedno ubistvo. Otkrivaju da je Niman bio veoma surov i grub policajac na čiju su se brutalnost mnogi žalili. Posebno zanimljiva je žalba Akea Eriksona, bivšeg policajca čija je žena umrla u policijskom pritvoru zbog Nimana. Pošto su Bek i njegov tim sve bliži Eriksonu, on se penje na krov u centru Stokholma i i počinje da puca na sve policajce koje vidi.
