Pre 26 godina državnim trupama je naređeno da u gradu Gvangžu otvore vatru na civile koji su učestvovali u demonstracijama demokratskog pokreta. Hiljade civila je ubijeno. Sada strelac iz nacionalnog tima, član bande, policajac, direktor velike kompanije i direktor zaštitarske firme prave plan da osude odgovorne za taj masakru. Kvak Jin-Bae, član bande, izgubio je oca u masakru Pokreta za demokratizaciju i želi da se osveti.
